Harley and Cesar (#3544)  were surrendered to VGSR due to tough financial times for their family.  Barely able to provide them with food, let alone proper medical care, they came to the difficult decision to surrender this brother/sister pair to VGSR.   If at all possible, we would like to keep them together.  Cesar is defintely the more outgoing dog, while Harley is stressed by new situations.  They are healthy and well-deserving of a new family
