9/22/17 update: Max came to the rescue through the Norfolk Animal Shelter. Max is an absolutely stunning GSD, he's very small only weighing 44lbs, he has gained 8 pounds since entering the shelter on 8/27/17. Max is believed to be fully grown, and about 1 years old. Max was in horrible shape when he entered the shelter. He was covered in feces, and urine. It is believed that Max was kept in a small crate or somehow confined. Because of this Max didn't develop the way he should of. His growth plates closed too early. This prevented adequate coverage of his femoral heads (Hips). The vet recommends long term Carprofen, and Glucosamine. Both of which are pretty in expensive. I've asked for the shelter to send his X rays, so I can show them to my vet to get her opinion.
 
Max is an absolute sweetheart. He's gotten along great with my two dogs. He hasn't met the cat yet, but I don't think that he would really care about her either. He absolutely loves everyone that he has met. He's also very smart, and seems to know basic commands. We are working on the potty training, as I think that he was just left in some type of kennel. He's done very well with it. We have been crate training, and he's very good in his crate. 
 
Although Max has some physical issues, he runs, jumps, and plays. He goes up and down the stairs, and will even jump into my car. He loves to go for car rides, and hates to get out of the car. He's slept in my room, and loves his new dog bed. I really think that Max's condition is very manageable. Although, he's not going to be a dog that you would want to do agility, or take on long hikes.
